The macro-economic policy of the nation has been brought into effect successfully since the reformation and opening of China in 1978. It prevents the fall of economic growth rate and promotes the growth of investment, consumption and export effectively. The outlay of the education of science and technology has been improved to a great extent too. Rapid growth of economy, low inflation, high employment rate and stable exchange rate have been achieved at the same time. The relationships of reformation, stabilization and development have been harmonized. The higher education has developed rapidly under the influence of macro-economic policy by the execution of the stratgem of attaching importance to science and technology.In the field of higher education investment, there exist the following problems: how to deal with the relationship between the growth of economy and the education investment, how to deal with the relationship between the scale of investment and financial education investment, how to solve the difficulties in the development of higher education and how to constitute the route of reformance.In this paper, the ways to solve these problems under the influence of macro-economic policy of the nation have been discussed and some new viewpoints have been brought forward. In the first chapter, some knowledges are introduced that how to control the goal of ecnomic system macroscopically and how to promote the growth of economy by positive financial policy. In the second chapter, the relationship between the education investment and the growth of economy is discussed and the theories of education investmnent and corresponding evolvement are depicted . A model is established to clarify the mutual effects of education investment, education development and ecnomic development. The third chapter analyzes the properties and the basic characters of higher education investment. Furthermore, the financial investment on education in 2010 is estimated and compared on this basic. The prediction of the scale of higher education is done according to the number of the students in the universities in 2010. Besides, the variety trend of the scale of higher education is evaluated macroscopically. The fourth chapter analyzes the current status of higher education investment and the existing problems and gives some viewpoints of expediting the development of higher education. At last, some analyses and discussions are put up on the rationalization mode of higher education investment and the countermeasures of realizing the rationalized investment in higher education.
