Since universities and colleges in China started to charge students in mid 90s of 20th century, many university students, who are from urban layoff families, has faced heavy burden on tuition and living cost. Many assistance measures have been taken, but they do not work well. In this paper, the writer makes deep research on an urban poor university student Zhao Xu (alias) and his layoff family and concludes that to get an urban poor university student out of economic hot water needs to put the assistance to urban poor university student and the assistance to his poor family into one uniform management system and make uniform assistance policy and measures.
