Undergraduate Public medical system, established in 1953, plays an essential role in meeting the health needs of undergraduates as well as improving their physiques. However, with the establishment of China's market economy and the deepening of the medical system reform, such medica insurance system gradually exposed drawbacks, which brings a heavy burden on the university and family. Therefore, such system has difficult to adapt to the market economy and social development. Reforming and establishing the undergraduate medical insurance system perfect practical significance. This paper firstly uses the social insurance and public goods theory to explore the theoretical significance of constructing a undergraduate medical insurance system. Then at the conclusion of the establishment and development of the undergraduate medical insurance system, the paper uses the social policy analysis frameworks and the Smith models to analyze the policy's content and its performance. Also, this paper makes a conclusion of the practice of many universities'reforms such as BeKing University, Sun Yat-sen University, and Soochow University. Through the analysis of undergraduates group identity, health status and health behaviour, this paper defines the content of undergraduate medical insurance system reform, and sums up the principles of undergraduate medical insurance reform and the responsibility each identity should take, and puts forward my own views and advises on the content and supporting reform measures of the medical insurance system.
