Chinese Responsibility Of Higher Education Costs And Research For Its Policy

In carrying out the responsibility of higher education, there might be a lot of problems. In my opinion, based on human-being, to develop one's conscious activity ,that is to develop the function of every main body in sharing responsibility of higher education costs. To take part in and improve one's own ability in sharing responsibility is the guarantee that the responsibility of Chinese higher education costs will be carried out smoothlyThis thesis is divided into five parts. In the first part, I will introduce the reason of choosing the subject ,the significance of the subject, the train of thought and the methods of research to you . In the second part, it is about the costs of higher education. First, after I have learned many scholar's argumentation, I make assurance about the conception of higher education costs. Higher education costs means the value of resource that the students consume. It includes the value of education resource that is paid by money. It also includes the value of loss that is spent in higher education. The former means practical costs ,and the latter means opportunity costs of higher education. Secondly, I make a classification of higher education. That is cost of financial affairs and cost of opportunity. I make out three methods of measure before the accountings of costs has not been carried out, the methods of statistic investigation, the methods of accounting and the methods of adjust. The third part is about the responsibility of higher education costs. Firstly, I analyze the intension of responsibility of higher education costs. The responsibility of higher education means the costs of higher education is mostly born by the government and then it is born by the head of family. Besides them, the university ,the society and the enterprises are also the responsibilities .And then ,I supported the theory function of responsibility of higher education established the principal and the it's mechanism. In the fourth part ,it is about, the analysis of responsibilities of higher education costs at present situation. In this part , I put forward the objective and reality of responsibility of higher education costs that is carried out in our country. The latter ,I analyze the present situation problems in the responsibility of higher education costs about government, privateers, society and enterprise. The fifth part is about how to carry out the system of responsibility of higher education costs in our country. For this ,I make the suggestion and the counter-measure .Starting with every main bodies of responsibility of higher education costs, I analyze the rights ,responsibility and ability of every main bodies .Finally, I put forward "based on human-being" ,to develop the conscious activity of every main bodies of responsibility of higher education costs. It is my new thought that is how to promote the system of responsibility of higher education costs in our country to develop smoothly. This is my creation about the thesis.
