Along with the multifarious international activities of intercultural communication increasing, it becomes more and more valued to develope intercultural communication competence in the foreign language teaching. A lot of scholars have regarded culture factor as an important restriction factor of languag(?) acquisition to study in their foreign language teaching theories, and have made the rich achievement. The book" Standard of English Course " (test), which Chinese Ministry of Education published in 2003, states clearly that" Learning and understanding the cultur(?) of English nations is of value to the understanding and using English correctly" and "Through expanding the range that students are exposed to the culture of foreign countries, we must help students to expand the vision, make them improve the sensitiveness of the culture similarities and differences between China and foreign countries and distinguishing ability, and then improve cross-cultural communication ability".The first part of this thesis carries on the retrospect on the studying background of the development of the relation of language and culture in the foreign language teaching at first, Then it takes analysis and study about culture issues appearing in 1993 SEFC and 2003 SEFC according to the classification and defining of culture issues given by the scholars, and finally explains the key meaning of paying attention to culture teaching and combining culture intension with class teaching in high school.A speech named" Culture Intension of Word and English Teaching "made by 许 国璋 at the beginning of the 1970' is a sign of thinking much of and setting comment on the relation of culture and language in foreign language teaching in the foreign language field of China. On the foundation of Categorized theories of culture issues by scholars, this thesis divides the culture appearing in the teaching materials (1993SEFCand2003SEFC) into broad sense culture, narrow sense culture, native culture, foreign culture (including target language culture and other culture) and universal culture.
