Training programs are blue prints for personnel training, which embodies the underpinned concept of the college education providers. Independent colleges, as a new derivative of high education in China, need to design training programs with specific characteristics with a view to provide suitable 'products" to the market. Therefore, they can develop soundly and beat out its competitors in the competitive education service market.By studying the training programs of independent colleges, this paper explored the conception and development of personnel training at independent colleges. The paper touches on the issues related to engineering technology, engineering technology personnel, curriculum and training programs, independent colleges, and reform of high education in engineering, up on which an analysis is made about the current training programs of independent colleges. The true demand for talents in the specific sector is investigated through questionnaires. The American experience in engineering education is captured through case studies. In the meantime, in-depth analysis is made about the current training programs provided by the independent colleges. The problems facing independent colleges are unveiled though the above-mentioned studies. Finally, a new training model is formulated for the automation program offered in the field of electric information. This model embraces the areas such as the positioning of training, curriculum design, "sandwich" curriculum planning, teaching through practice, career planning education, academic score system and modularization of curriculum.
