The State-found-Private-ran mode for schools is one of the most significant policies recently adopted by the world's major nations in their educational reforms. By reconstruct the public school system in the ways of marketing strategies, the State-found-Private-ran schools are aimed at enhancing the quality and efficiency of education, and through competition, reducing the monopolized role that the government used to play in the supply and production of education; and finally fulfill the public's demand of education in different levels of quality, and achieve the most optimum distribution of educational resources in an efficient way.The western countries have sufficient theoretical and situational basis for the spread of the State-found-Private-ran school system in diversified modes. When China begins it trial exploration of the State-found-Private-ran mode in the 90's of the last century, it achieves delectable progress and beneficial experiences as well as some unsettled problems. In the educational reform, teachers at the grassroots level are the front-line figures who carry out the educational policies and who connect the target and the interests of the educational reform. In order to develop the State-found-Private-ran schools, it is necessary to get contact with the school teachers before designing the policies, to find out their attitudes and opinion.The essay is based on the case study of the acceptance of the teachers in Xiamen city's primary schools for the State-found-Private-ran mode, and it tries to figure out an acceptable mode for the practice of the State-found-Private-ran schools in Xiamen by discussing the issues of funds, personnel and the suitable objects. It further brings out the fundamental ideas of the future development of the State-found-Private-ran schools and the suggested advices. The essay is divided into four parts:Part One: the design and structure of the essayPart Two: the theory and practices of the State-found-Private-ran schoolsPart Three: the comparative analysis of Xiamen city's primary schools teachers'understanding and attitudes towards the four modes of the State-found-Private-ran schools: management contract, private contracted, BOT and chartered schools, and their differences.Part Four: the fundamental ideas of the future development of the State-found-Private-ran schools and the suggested advices.
