Since the Reform and Opening-up, especially from 1990s, China has carried out series of great innovations in the management system of higher education resulting in that many universities previously managed by central affiliated ministries and commissions are now authorized by the provincial local government or co-constructed by central authorities and local government while relying mainly on local government. Therefore the services of the former central affiliated universities of ministries and commissions change correspondingly. Under such background, it becomes an important issue on how to find out a new way to serve local economic construction and how to develop healthier service industries.This thesis regards co-constructing university as a kind of specific type of higher education and its function as a kind of special type of university's community service, to carry on special research. The thesis adopts a historical research approach, comparative research, investigative method, observation method, specially picking a combination approach of theory research and practical exploration.This paper consists of five parts:In the first part, we describe the concepts of University Function, Co-construction University, Areas and Professions related to University Society Service Function. Then we analyze the historical background of the development and evolution in university social service presumptively, including the historical evolution of university social service function and the development evolution of the civil university social service function.In the second part, we point out the trend of playing the rule of the social functions in university co-construction by comparing analysis to advantage and inferiority in university.In the third part, we deeply analyze the theory basis of constructing university social service function based on Wisconsin Thought, Education Cost Share Theory, Regional Competition Force Theory and Unbalanced Increasing Theory.In the forth part, by analyzing the present status of university social service in advanced countries, we outline and refine the practice experiences which have the reference value to our university social service.In the fifth part, we briefly analyze the practice and exploration of university (Changchun University of Science and Technology) co-construction in realizing social service function. We point out that the co-constructing universities should contribute to regional economical construction and development. Meanwhile, these schools should complete the task of themselves by playing the rule of the traditional advantage. The co-construction university should complete the tasks of service to regional economical development and professional economical development as well as realize better development of themselves.Based on these analysis and study, we point out that: the co-construction universities should be suitable for the deeply changed service function caused by the reform of management system of high education in our country.
