With the popularizing of government information publicity, the importance of information publicity has been gradually recognized in China. Yet education information publicity is paid less attention to. Thanks to the coming of information society and the further innovation of higher education, universities have become more and more open to the society and the construction of universities is in the sun of social management. The universities have got much more right to self-determinate. In addition, the intense reform of leadership, personnel and allocation system makes the staff pay more and more attention to the issues of the construction and development of the university which is relevant to their own interest. They long for fair and justice and want to devote their contribution to the university sensibly. Thus, the information publicity of the universities is imperative under the situation.On the basis of the construction of government information publicity system, this thesis intends to discuss the fundamental theories and contents of the construction of information publicity in universities from the angle of law and public management, to analyze the exist problems and prospect in the construction of information publicity in universities. The thesis consists the following four parts:Part I. The Fundamental theories of University's information publicity and the statement of the intension, feature and significance of information publicity in universities.Part II. The contents, methods and procedures of information publicity in universities.Part III. The analyses of the problems in the information publicity in universities.Part IV. Ideas and measures of facilitating the construction of information publicity in universities.This thesis embraces novel ideas in two aspects: First, it re-defines the information publicity in universities and their relevant concepts and the scope of adaptation; second, it analyses the problems existed in the information publicity system in universities from the angle of public management, based on which, we provide some approaches and counter measures in the construction of information publicity system in universities.
