The Theory Of COBIT Model And Its Application And Research In Universities

With the development of information technology, especially the development and application of Internet, we gradually shift toward an information-oriented society. Information is the base for the running of society. Therefore, information system has already immerged into all fields of society, such as politics, economy, military and culture. As a result of this, the whole society has increasingly relied on information system. This can be seen from the following two points. On one hand, information system has already changed mechanisms and structure of work and daily life, fostered innovation on some fields. On the contrary, without certain control, information system is doomed to cause tremendous risk on its own, together with its application or running progress. Therefore, strengthening the internal control of information systems is essential on its commitment to application.From theoretical point, this paper aims at the brief introduction of Control Objectives for Information and related Technology (COBIT) model. Composing of this master dessert originated from my own experience of working in a college. I have witnessed the rapid development of universities, colleges and institutes all over China. Original management systems which have run for decades failed in coping with expanding and immerging in Chinese higher education. In response, it is extremely urgent to design information systems to cooperate with management, promotion and innovation of universities and other higher education institutes in China. COBIT can greatly perfect and immerge original internal control theory and method, then design controlling theoretical mechanism for information system. While I was writing this dissertation, new campus of Shenyang University of Technology was under construction. As a staff of construction committee of new campus, I select twenty-seven from thirty-six processing procedures which can apply to the construction of information system in universities and put them to use in that of our university by studying COBIT's regulating and organizing, gaining and using, serving and supporting and supervising as well as controlling objective and index of its advanced information system. I carried out research on management and controlling of COBIT on information system in higher education institute.Through application, I illustrate advantages of COBIT on information system in higher education as following. First, COBIT can offer communication channel for higher education institutes to share their experience. Meanwhile, COBIT can provide evaluation criteria. COBIT can definitely support numerical standard and be beneficial for auditing on the final stage of new campus construction. To finish, through analysis of application of COBIT model in new campus construction, this paper presents combination of COBIT model and management in higher education aiming to foster further and explosive development in higher education.
