From the view of H ?Spencer " what knowledge have the most value " to " whose knowledge have the most value" of M ? W ? Apple, We can see the curriculum problem is not only seen as the problem of knowledge or academy, it is also the problem of power and control substantially. Thus the authorities characterize the final decision and choice to the course knowledge. The PE Curriculum decision-making power is entitled by the national education law and national courses control policies, to specific power entity in order to carry out the certain course target, make decisions, curriculum objectives and value judging.Since the foundation of the People' s Republic of China, a nation- monopolized PE Curriculum decision-making power is broken into the current triply shared by the country, the local government and the schools. Firstly, this thesis summarizes and induces the "conflict-adjustment" mechanism that affecting this variety after looking back its developments and process. For one thing, there are benefits conflicts among the athletics courses, in another word, the fixed division of labor, the loss of direct participation of the power, and the PE Curriculum benefits allotment absurdity. For another, as "the organ of the consciousness", the country adjusts to the realistic existent conflict in the PE Curriculum benefits through the means of education control. Thus results in continuous changes of the decision power allotment mechanism in our country's PE Curriculum. Secondly, according to the benefits demands, analyze and affirm the decision power corpus, put forward the theoretical basis for the particular community to be the power corpus of policy-maker. Lastly, put forward the decision power sharing principle of PE Curriculum, and offer a theoretical support for the better cooperation and good interaction among country, local government, and schools, and communities such as, education administration officials, the experts of the PE Curriculum, teachers, parents and students etc. Such procedures can encourage them participate the policy-making actively, express their wishes, realize their different benefits needs for the PE Curriculum, and gradually create a cooperative decision-making system among the power corpus in deciding various PE Cuniculum problems, and contribute for the harmoniously development of our country's PE Curriculum.The power sharing of PE Curriculum decision is put forward based on the PE Curriculum benefits needs, restricted by many factors of the history and tradition. There are certain difficulties in putting it into practice; this text has just done some initial research for the theoretical support. How to carry out the PE Curriculum decision power sharing system, it also belongs to one of the important topics of the follow-up research.
