Since the 1970s, in curriculum research area, did the people to make the curriculum decision-making by who the care to surpass frequently to have taught anything the care. Under this situation, the curriculum authority's research arises at the historic moment. The research curriculum authority's practical significance lies in the curriculum is the public product, simultaneously is also the curriculum decision-making democratization and the scientific request, now the curriculum implementation difficult position request. Therefore, it is necessary to follow from general to concrete, makes an omni-directional inspection from the history to the reality principle and the order to our country elementary education curriculum authority.The first chapter, curriculum authority's meaning explanation, was mainly made the elaboration of curriculum authority, curriculum authority main body classification, and curriculum power's running. Power is the influence to others. The curriculum power is refers to some main body through certain ways to influence curriculum values, the design, the arrangement, the implementation and the appraisal can exert. Its guarantees the people curriculums benefit. We can classify curriculum power owner based on the dimension of validity, the owner and the influence. After the founding of the nation, our country curriculum power's transformation has mainly experienced three times such as unipolarity, the disorganization, as well as the power is assigned away from the capital stably with the release.The second chapter: Curriculum power owner's analysis. We analyzed nation's curriculum power, society's curriculum power, expert's curriculum power and teacher's curriculum power in details in the surrounding of"New Curriculum Reform". The nation's curriculum power is"the control", it restricts and is controlling other curriculum authority; through the literature research on curriculum text's content, the values as well as the system and the policy arrangement that superintendent did, we can see the social curriculum power grows day after day along with social development. The expert's power is intermediary; Teacher's curriculum power, as an important pole of power system, has been political attention although, but actually has the losing danger in reality.The third chapter: our country curriculum power structure's centralization nature and the power conflict. This chapter gives an overall judgment to our country's current curriculum power structure. In this curriculum reform, the phenomenon like social participation extended remarkably, curriculum power released in administrative organ showed our country's curriculum power structure is further moving toward balanced, but this still could not change its centralization character. Its reason lays in the democracy which the decision-making strata made to pledge in the reality is dispelled; change of curriculum power occurred in the bureaucratic apparatus merely;"the control"organization personality exited. This system caused serious conflicts between the grassroots level and elites, simultaneously also in the elites interior. The one focal points of this conflict is the different understanding between sole and diversified curriculum goals,the other is the gap exited between curriculum ideal and social reality. The in-depth causes are the confusion of education research and education decision-making as well as the poor research quality.The fourth chapter, external factor of curriculum power system. The political and bureaucratic factors that had influenced curriculum power systems are showed centralized political system, universal policy-making thoughts, and strong bureaucracy; the binary system society/developing civil society and middle class interpreted how the social surrounding affects the power system; in the culture and system factor, elite social culture and indifferent citizen political culture had affected the power system; finally, teacher's life shape, curriculum benefit, curriculum ability are the other influenced factors.The fifth chapter: curriculum power's checks and balances and its requests. The curriculum power keeps in balance require restrict strong authority while lead by the hand the weak authority. That caused balance curriculum power structure to ensure reflects most people's curricular wish. The realistic foundation of this balance lies in enlightened political power, tenacious developed civiler society, open culture and thought, enhanced action ability of minority groups. There are three routes to advance balance: Perfect political power and expert authority's leading role; promoting the restriction degree that civil society can function, enhancing teacher's power to participate curriculum; strengthening system construction, persisting in procedural justice.
