The Research On Operational Mechanism Of Institutional Policy

Today, the massification, marketing and internalization show the trend in development of higher education. In the course of the development, higher education institution pay more attention to the complexity of management, the accountability and the quality and benefit. So, institutional research appears under this circumstance. This paper aims at realizing that institutional policy is the core of institutional research; Institutions development without the direction of policy is impossible; and policy research should be conducted as well as policy construction, because institutional policy is an important factor which affects and restricts on institutional development. Then, the author uses the knowledge of Policy to constitute, administer, analyze and evaluate the institutional policy. At last, the idea was definitely advanced that at the moment of exploration, institutional policy research and construction should be localized and specialized by using reference and linking up the facts. The institutional policy research should be suited for the need of higher education institutions' development to improve the level of their management and accelerate higher education institutions developing scientifically. Moreover, the methods of literature, comparison, induction, integration and analysis were used to the operational mechanism of the institutional policy research. In short, we should insist on the primary principles "usefulness, efficiency, openness, creativeness" under the interaction of "decision-making requirement" and "information advising", and hope that data and facts play their own function for institutional policy research and construction.
