Jilin Foreign Language Institute founded in 1995 and the original name was Jinlin Foreign Language specialty institute. After the 10 years development, it gained a lot of achievements. With the advanced running method which is aiming at making the students be human being, talents, and successful, and being a bridge of Chinese and foreign country, even of the Chinese and foreign cultures. It cultivated a lot of practical and compound students. But there are also facing a lot of challenge in the teachers'management during the high speed development process. Especially during the innovation year's concepts building, many problems appeared in the faculty management. So it is urgent to get ride of the former management model and set up a new management and stimulation system which matches the private institute and Huaqiao.For the private institute, they are pale in comparison with the public university on the running condition, students'quality and humanistic circumstance, so the human resource loss becomes even more severe. Under this condition, it is the only choose for school that pays a lot of attention on the knowledge and staff stimulation. Although for the advanced clerisy material needs is not the only criterion they searching for. They need to get the equal compensation compared with their paying out. So the compensation system is a pivotal part in the human resource management.While in the compensation structure of university staff, the teaching hour compensation accounts for a lot, and also it is a determine part for the teacher's salary difference. So a set of reasonable and perfect teaching hour compensate project is helpful in staff's morale improvement and staff stimulation, also it is helpful to release the staff so that they can devote themselves thoroughly in the teaching and researching with great passion and abundant energy.The author analyzed the circumstance of Huaqiaon and the existing teaching hour compensation system and its problem. Then according to the theories of needs and stimulation, the author tries to design a new compensation scheme, so that to change the phenomena of distribution equalitarian, improve the staff morale and increase the staff satisfaction. But if the new teaching hour compensation system can be implemented effectively, the school must consummate the performance assessing mechanism, change the recognition of teaching hour from the management level, and make a perfect work analyses and design. It is also very important to give staff questionnaire regularly, by doing this we can get to know their attitude toward the new teaching hour compensation and their satisfaction degree. Also we need to adjust the compensation system according to the nation policy and the market. Only by this way we can design a reasonable and simulative teaching hour compensation system which matches the Huaqiao itself.The most important part in the passage is the last two parts. It based on the existing teaching hour compensation system to design a new one with the theories of compensation and stimulation and also make the feasibility evaluation of it. The new teaching hour compensation system not the one which just improve the compensation level but reasonably combined the teachers'work and their salary. Through it the distribution method of"work more, gain more"and"work better, gain more"can be completely showed off. The combination of performance assessing and compensation can evaluate and stimulate teachers in a better way.Because of the lacking of study ability, there are a lot of shortcomings of my thesis. Fro example how can connect the assessing results with the compensation, and how to make sure the people work practically and realistically when we are doing the appraisement through colleagues, what are the proportion of basic salary and teaching hour salary est. are did not studied thoroughly. So the author wishes that the thesis can be a leader sheep for the compensation study of private institute. And give the other people some thought and inspire. The most of all, I wish with the implement of the new teaching hour compensation system, it can give some help to the development of Huaqiao, and expecting it can be really funded as a first level university in the future.
