Pilot Research On Closed Loop System Of External Quality Assurance System In Higher Education

Quality is the lifeline of higher education and it is the eternal topic of thedevelopment in higher education. Ensuring and accelerating the quality ofhigher education is not only the burden and obligation for colleges anduniversities, it's also necessary for the other principal parts to do someexternal assurances. Which can create favorable conditions to improve thequality of higher education and that are the effective approach and theessential choice to assure and accelerate the quality of higher education, andto assure the prosperous development of our higher education enterprise.This paper outspreads the research of external assurance system in highereducation base on the theories of interior relation rule of education, externalrelation rule of education, system theory and cybernetics by means ofscientific methods such as literature analyse, comparing and investigation. Itincludes two jobs. The first one is analyzing the development of the externalquality assurance system in higher education in our country and others, anddraws the beneficial revelations for our country. The main products are thetwo points as follow: 1. It summarizes and deduces the development of theexternal assurance system in higher education in our country, and points itsproblems and shortages. 2. It points that we should allow government andsociety to attend the assurance system, and we should take actions based onthe whole level of college, subject level, speciality level, course level andscientific research level. This will be beneficial to construct a scientific, extensive, various, objective system to assure the quality of higher education,and push all kinds of colleges to enhance their education level and theirautonomic management level.The other part of the paper's work is practicing the innovativeconstruction of the closed loop system of external quality assurance in highereducation. The main products are the three points as follow: 1. It insists thatthe quality of higher education includes teaching quality, scientific researchquality and social service quality, and the quality of higher education lies onall the above aspects. 2. It thinks that the closed loop of the external qualityassurance in higher education is to accelerate the construction of inner qualityassurance of higher education in colleges, and it can accelerate the quality ofteaching, scientific research and social service of colleges, too. The systemconsists of aim, aim warp, college, government, society, feedback, importcontrol, output result and so on. It is a dynamic and circulate system with theability of automatic adjustment. 3. It points that we should pay attention toallow different principal parts to attend this system, and they should cooperateeach other to make the system take effect. And it offers some advices on itssystem-building, organize-building and mechanisms-choosing, too.
