As an integrity concept,"learning strategy"is not defined unify though it was brought forward for more than thirty years. Synthesizing the literature we can find that there are many viewpoints about the definition and components of"learning strategy".This research considers"learning strategy"is the behavior and emotion system that in order to maintain the study goal, choosing any studying conditions and circumstances, adjusting manipulations and emotion consciously in the process of studying that to enhance the learning efficiency. It includes four subsystems: cognitive strategy, effective strategy, meta-cognitive strategy; and resource management strategy. Affective strategy includes four subsystems: cognition adjust strategy, assignment adjust strategy, autosuggestion strategy, and seeking help strategy.The researches on cognitive strategy which is the core of learning strategy are few and so are the affective strategy, thus combine them to do the research is very necessary. The students in middle school are in their adolescence and the body and mind are maturing, therefore study their use of cognitive and effective strategies is very important. First we can know clearly about their use of strategies and give their some instructions, then we can know the development of their cognition and emotion, and we can not only promote their achievement but also can accelerate their development of body and mind.On the foundation of open questionnaire, we make up close questionnaire of middle students' cognitive strategy and effective strategy, gaining Exporatory Factor Analysis and Confirmatory Factor Analysis on testing results, factors successfully agrees with the theory, so the reliability and validity of scale and subscale show the satisfactory level. The cognitive strategy includes five dimensionalities: notice strategy, rehearsal strategy, assistant strategy, elaboral strategy, and applied strategy.Using the questionnaires, we have investigated 550 middle school students. Finally, this study analyzed the outcome of the investigation, and put forward some advices to middle school education.The result showed that:1. The structure of cognitive strategy and effective strategy were reasonable and practical.2. The two Questionnaires were designed on the base of the theory structures, with high validity and credibility, the questionnaires could be used as a kind of assessment tool to middle school students.3. The total middle school students'use of cognitive strategy and effective strategy was well.4. Girls were better than boys in using learning strategy.5. The total learning strategy level of middle school students were declining with the increase of their grade.6.The score of students who were from city is significantly higher than those are from country on applied strategy and assignment adjust strategy.7. There were obvious correlation relations among cognitive strategy, effective strategy and achievement of the subjects.8. There was significantly difference among different achievement students of cognitive strategy and effective strategy using.9. Assistant strategy and cognitive strategy could predict achievement of students in junior school, and elaboral strategy could predict achievement of students in senior school.
