The Power Operation Of Urban Community In The Construction Of Community

With social transformation and changes of social structure in urban areas, thefunction, governed subject, interest subject of urban community as well as socialdemand emerge the trend of multi-dimensions, and as a result of that, it is difficult fortraditional administrative pattern with a single center to adapt to the new pattern ofsocial development. Taking the reconstruction of the relationship between country,market and society, which takes place in the process of social transformation, as itsbackground, and taking the post-work unit community as a case and the plural poweras the analytic structure, this paper regards the diverse organizations in community asrepresentatives of different power and analyzes the state quo of the power operation inurban community from three perspectives, those are, government power, marketpower and social power in community. Then, the paper explores the reasons of thisstate quo from multiple angles.The paper discovers that the plural power structure has basically come intobeing in urban community, and its power operation pattern has transformed fromone-way administrative power restriction into diversified power interaction. However,because of the disequilibrium power allocation among government, market andsociety, there still exists dissonance in the power operation of urban community, suchas the ambiguity of government power definition, the incompleteness of market power,the immaturity of social power. Compared with government power, market and socialpower, which are in their development period currently, are in a inferior position;interactive power operation hasn't fully developed due to the shortage of residents'active participation.The paper analyzes the reasons of power dissonance in urban community fromfour aspects: the recognition of government and residents towards urban community,the market provision failure of quasi-public goods, and the construction of legalsystem in community. Finally, the paper insists that polycentric powers andmulti-centers of public services should coexist with each other to promote theformation of the polycentric governance pattern, which will facilitate the activeinteraction among governance subject.
