The thesis selects Jiangsu province, because it has both the high level of economy and large gap between the rich and the poor. From perspective of education economics, we analyze the ability, source, will, expected income of higher education of the college students practically, and attempt to evaluate the potential value of the cost recovery, which is a way of mobilizing private resources to finance higher education expansion. The thesis also tries to measure the effect to the higher education of Jiangsu province's economy level and structure.The data of this thesis come from the Contribution of Jiangsu Province's Higher Education to the Local Economic Development, which is conducted by a research team. The total number of valid respondents from six universities in different types (including All-around universities, Normal universities, and Science and Engineer universities) is 906.The practical analysis suggests:1.Currently, the tuition and the accommodation expenditures of higher school have exceeded the half of students'year expenditure in Jiangsu province. The level of the tuition amount to the average education comparison of cost is not only far above the 25% limit as a whole, but also not keeping consistent with the economic acceptance ability of the residents in various area in Jiangsu province. As the current tuition standard, 62.4% respondents say they can support. The main factors affecting their support ability are: the economic condition, university located, family located, mother's education degree, financial aid etc.2.The college of Jiangsu province have already built up many financial aid modes for students, But the structure and force of aid is still to be perfected and strengthened further.3.As a whole, the tuition level that the student would like to pay is lower than that they pay presently. But these students show strong demand of higher education. The factors that affect the student to continue study including: gender, the senior high schools, family location, family economic condition, father's education degree, university location, grade, etc.4.The expected income after university is markedly higher than that after senior high school. But the return rate of higher education that students expect is just 7.06%, students expected income of higher education does not influence their higher education demand. It implies that the economic benefits influence little on demand of higher educationAccording to the above-mentioned results, we think that we should not only make sure reasonable tuition standard, but also to reform and perfect existing financial aid mode, developing the economic actively and perfect lifelong education system at the same time, which is to promote fair, efficient and continuous development of the higher education.
