English teaching assessment is the course of collecting information systematically, adjudicating on English teaching plan,course of class and the knowledge, abilities and qualities of the students. It improves the English teaching, and plays a key role during the course. But the traditional Summative Assessment emphasizes on the results and ignores the courses, focuses on knowledge and slights on the qualities, stresses on choosing and overlooks the inspiring, unbenefits to the students'activity and motivation, blocks their subjectivity, initiative and creativity , which turns English teaching into examination-centered education.Since 2003,the National Ministry of Education has begun the new curriculum reformation of senior middle school, issued The English Curriculum Standard of Senior Middle School, wanted to build a new set of assessment system which can advance the students'interests and initiatives of learn, carries on the principle which emphasizes both formative assessment and summative assessment during the students'assessing.In order to know the implement of formative assessment under the background of the new curriculum reformation, the author investigated initiatively the actual situations of the English teaching assessment system of senior middle school, using the methods of questionnaires and inquiries, choosing zunyi (of Guizhou Province) and laixi (of Shandong Province) as the objects. The investigation issued three kinds of the questionnaires which based on three aspects as the subjects,contents and patterns of assessing. The results showed that there was no significant difference in the concept and implement of the formative assessment between the chosen places, formative assessment didn't play a dominant role in both places, while the summative assessment was still the main assessing mode.According to the actual situations of assessing, the author analyzed the reason why the formative assessment didn't play the dominant role and put forth some useful suggestions of applying formative assessing to classroom teaching. They are:1)The administration of education should strengthen the propaganda and implement of formative assessments, expand its influences step by step. 2) Schools should reinforce the training of the teachers on duty so that they can operate the formative assessment .3) The key step to carry on formative assessment is to improve all-round qualities of English teachers. Meanwhile, we should overcome assessment's blindness, focus on the aim assessing of English foundation; get rid of its staleness, centralize on its humanity and flexibility; get over its passive, emphasize its active; surmount its one-sidedness, attach importance to its overall and entirety.All in all, formative assessment plays a great role in students'all-round development and the improvement of English teaching quality, but there are a great deal of problems needed to study in order to find the best solution during its operation.
