System is the product of social progress and the important sign of progress of human civilization. It becomes more and more important in modern society which is highly socialized. At the same time, the dependence of school's development on the system reaches the unprecedented levels. Now it is no time to delay the improvement of teachers'quality to reach the need of rapid changes and development of education. To improve the quality of teachers, it needs not only teachers'subjective efforts but also a scientific control system. It can make teachers'words and deeds as well as the management requirements come to standardization. At the same time, the system should inspire the enthusiasm of teachers to achieve the goal of self-control, self-development and self-value. How to make the system more effective under the balance of the restrain and the inspiration and how to use the system to make the development for both teachers and school are important subjects that many schools must be faced.It is an important method to control teachers'words and deeds by the system, and its main purpose is to encourage teachers to improve their quality, but the effectiveness depends on how to carry out the system .Now each school in this area has its own system, and there are many similar contents in it , but it has different results in different schools. It's mainly because the unscientific system badly restrains the development of school and teachers.This article is based on the case study of Qingdao Hushan Primary School, it analyzes the problems which exist in the constructing of the teachers control system in case school, and then raises the advice and solutions to these problems. These opinions are given on the basis of analyzing the actual circumstances of schools in this area. It uses some scientific methods, such as qualitative research, interview, observing and analyzing materials.There are three parts in this article. In the first part, it expounds the meaning and the characteristics of teachers control system. In part two, it proposes and analyzes the problems which exist in case school Teachers Control System. The views are based on analyzing and studying related materials by using the studying method such as interview, observing and collecting related documents. In part three, after analyzing some factors which affect the effectiveness of the system, it proposes the solutions to these problems existing in teachers control system.
