21st century is a century characterized with internalization and education. The new circumstance requires higher education institutions in every country have to cultivate their graduates to be citizens which are adapt to the needs modern time, which are called Global citizens. During the process of cultivating Global citizens in each country, the problem of culture tropism, or culture-choosing, is playing a role of nucleus. College curriculum is the carrier of college education, and it's also the carrier of cultivating global citizens on campus. Therefore, the culture choosing of college curriculum should be the core proposition of cultivating global citizens in Chinese universities. Based on the reflection of culture-choosing , this article will carry out from the four following aspects.First of all, this article will define the historical and modern ideal of global citizens, and indicate the necessity and impendency for every country to cultivate global citizens.Secondly, this article will probe into curriculum's cultural meaning and universities' cultural characters, then take measures to survey and orient the Chinese universities' international characters and national characters, and then point to the significance of the research on the culture-choosing of Chinese universities' global citizens cultivating curriculum.Thirdly, this article will survey current Chinese universities' global citizens cultivating curriculum from two aspects, respectively of understanding of different cultures and inheriting local culture, and then point to that it has many problems of blurry culture-choosing and ambiguous culture-orientating on its target, content, and structure.Finally, based on the understanding of Chinese global citizens' meaning, this article will discuss the culture-orientation of Chinese universities' global citizens cultivating curriculum, describe and analyze some popular Multicultural curriculum about localization and globalization, at last, a new paradigm about Multicultural curriculum will be took on.In conclusion, this article is using a cultural perspective, discussing a problem of intemalization and localization, taking curriculum as a cutting-in point, and trying to put forward a new curriculum paradigm that could cultivate Chinese global citizen who possess both international perspective and local complex, looking on the world and endeavoring local culture's development, loading international mission and also holding ethical blood on the era characterized with intemalization and globalization.
