With the deepening of the 8th basic educational curriculum reform of our country, the issue of the development and utilization in curriculum resources is being widely paid attention to in the domain of education. People have come to realize that, without curriculum resource, there will be no curriculum; without the sound and effective development and utilization, the great aim of basic curriculum reform will be difficult to achieve. Presently, the developing and research practice of curriculum resources is not so long in the domain. So there are few mature conclusions, and fewer have been achieved in high school. More research and exploration remain in the state of strategies ,which falls far behind the new curriculum reform. To meet the needs of the reform and to enrich high school curriculum resources, it is urgent and realistic to do research in the reform.This development and utilization should be based on certain education theories. And cognizism and constructivism do not only accord with the rules of language study but also are developmental and practical in actualizing English curriculum. Therefore, in this process, teachers should actively develop and utilize more forms of curriculum resources to construct a multidimensional English study circumstance, so that students can contact the target language from different directions. Hence, it will greatly benefit both language learning and language teaching.There are some principles to follow in the process: the principle of aptness; the principle of opening; the principle of efficiency; the principle of development. Also in the process, the following methods should be grasped: Cultivating the consciousness of listening curriculum resources; Collecting listening curriculum resources; Filtrating listening curriculum resources; Initiating listening curriculum resources and Conforming listening curriculum resources. According to the actuality of the basic educational curriculum reform of our country, this essay emphasizes 3 paradigms: School-based, teacher-based and student-based paradigms. Actually, the paradigms of the developing and utilizing curriculum resources cannot be sorted out absolutely, because the same type of resource can be developed and utilized in different ways, and different paradigms can co-operate to develop and utilize an individual resource.This paper concludes that in the new reform, English teachers have increased their own consciousness of listening resources. Their English courses are full of listening activities. And ways and experience of listening resources have been accumulated.
