In 1998,Jiang Zemin,the former Chairman brought forward that our country should establish some world's first-class universities to actualize our country's modernization on the 100th anniversary in Peking University. Hereafter, many well-known domestic universities put forward to their own strategic aims to be a world's first-class university in their higher education strategic planning. And many universities began with their leapfrog development with the guidance of strategic planning.Meanwhile, some domestic experts and scholars also started with their researches on strategic planning theories and exertion. Stone of its mountain may attack the jade. Studies on USA universities and their well-rounded strategic planning have become an important research dissertation.In this paper, the author concerns strategic planning in higher education from the research background of forming world's first-class universities and chooses Carnegie Mellon University as a case study. The paper contains five chapters. In the first chapter, the author pays attention to the appearance of strategic planning, its research necessities, academic and practical significance. Based on these, the author summarizes the current research fruits of higher education strategic planning more comprehensively. In the second, third and fourth chapter, the author integrates Carnegie Mellon university's strategic planning to analyze its development and planning history, its framing,eg,the instituting lodestar of framing strategic planning, framing methods, the operation flow of Carnegie Mellon university's strategic planning. Further more, the author discusses the foundation of strategic planning's actualization, the methods for strengthening actualization force and ways for supervising of the actualization in Carnegie Mellon university. In the fifth chapter, the author expatiates on the problems and shortcomings of our universities'strategic planning and probes into the inspiration and reference from Carnegie Mellon university.In this paper, the author also did some interviews with some leaders and workers who had ever participated the university planning besides for the literature summarization and case study. To sum up, there are some problems in the process of strategic planning framing and actualization. After the discussion, the author believes that there exist location unknown and mechanism faultiness in the process of strategic planning framing in some universities. And in the process of actualization, there is a lack of steady-going leader team in some universituies,the departments in charge of education are subrogated too often, the actualization lack of supervising,etc,all of the above effect the force of strategic planning.At the same time, the author believes that Carnegie Mellon university's mature strategic planning experience could enrich our strategic planning theory and direct our strategic planning practice. Its idea of comparative advantage and the combination of innovation and tradition could inspire us to find out the advantage and weakness to constitute university strategic planning, which also inspire us to deal with the relationship between'what to do'with'what not to do','innovation'with'tradition'.Its universal participation in strategic planning and full use of estimating institution, are also worthy of use for reference. And being decompoundated of strategic planning aim, institute-carry-out, full use of executive committee, etc, could provide us some use for reference to better the actualization of strategic planning.Hope that this paper could provide some illumination for the to-be researchers.
