English Curriculum Standards points out clearly that students should master four basic language skills-listening, speaking, reading and writing. However, English teachers in rural senior high schools only pay more attention to students'listening and reading abilities, ignoring their speaking and writing abilities. Therefore, students who study in rural schools feel it very difficult to speak in English. Sweeping away the drawbacks of communication is the key point in English teaching. Since the present situation of oral English training in rural schools is so serious, the author does this research aiming to find out the drawbacks of fostering students'oral communicative competence in rural schools. This paper discusses the present condition and countermeasures of oral English teaching in rural senior high schools, aiming to propose some means to improve the students'ability of language expression and communication.This paper begins with the literature review about fostering communicative competence. It elaborates the necessity of fostering students'English communicative competence in rural senior high schools from both the theoretical and empirical perspectives. Meanwhile, it is paid more attention to analyze the drawbacks of fostering English communicative competence in rural senior high schools.From the theoretical perspective, this paper systematically demonstrates the theoretical foundations of communicative competence, input and output theories and motivation hypothesis. These theories set a powerful theoretical foundation for the paper.In the empirical research, this paper aims especially at the weakness of English communicative competence of the students in rural senior high schools. The survey on problems of fostering students'communicative competence is conducted through interviews, questionnaires, and classroom observation. This study also aims to check students'attitude to the importance of improving English communicative competence. The result shows that English teachers who work in rural senior high schools do not pay much attention to the students'communicative competence. What's worse is the students even have no sense of fostering their English communicative competence. All of these lead to a vicious circle of communicative competence in the English classes of rural schools.In order to help those English teachers who work in rural senior high schools walk out from the errors and achieve an ideal effect by the organization of some effective class activities, there are some suggestions for teachers to put forward as follow:1. Improving of teachers'own quality.2. Improving teachers'teaching strategies.3. Changing teachers'teaching attitude.It is expected that those suggestions above can provide some help for those English teachers who work in rural senior high schools. Thus the students will make a great progress in their English communicative competence, and increase their interests of learning English finally.
