The British Victoria time (1837-1901) is the non-monopoly capitalism prosperous time. The Industrial Revolution has created tremendous wealth, and brought the new thought that promoted the change of the capitalist society structure, the unceasing growth and the change spread in society's each domain, and earnest demand is seen in further educational opportunity. It is more like the case in the big city. The Civic Colleges is the urban university's initial stage. They frequently got through several personal boosts, so as to satisfy the populace's demands for college education, established in local city in the demand of talents in Britain's many cities. They are devoted to foster the talent for the industrial society economic development.This thesis briefly describes the background and the premise as well as these institutes' establishment and the development process in the British Victoria Time. Based on this elaborated explanation, the Civic Colleges emphasize all sorts of responses which makes to society's demand and the supplies, then this thesis explains that the Civic Colleges has the noticeable influence on the British Victoria social development. Their appearance has promoted the then Britain's economical development, and made up the higher education reform slower and insufficiently, and has maintained society's relative stabilization, which is advantageous in the British society from the tradition to the modern transition. At the same time, this thesis will throw some enlightenment for the development of China's City University.
