Higher Education Equity Security System Construction Of Shandong Province

John Rawls said in the opening chapter of The Theory of Justice,"Some laws and systems must be adapted or repealed as long as they are injustice, no matter how they are efficient and well organized."Mankind is entering an era of knowledge economy. Knowledge and education are more seriously by the fore. Education is gradually coming to the core of modern society, and plays more and more important role. Education, especially higher education on people's social advancement role is becoming increasingly obvious. Higher Education fair to some extent reflects the social equity, and higher education fair is also a realization of social equity. Thus, higher education equity issue has always been one of the important education issues, as well as a problem that not easy to solve.In recent years, the Education of Shandong Provincial has got a historic progress. Not only basic education, vocational education level has risen steadily, but higher education is developing rapidly. We have got the achievement from elite education to mass education. However, there are still many problems. For example, in higher education enrollment, the process and the results are yet to be improved. These problems affect the realization of social fairness and justice, and hinder the healthy development of higher education in Shandong Province.Based on the research of the problems of higher education equity and its cause in Shandong Province, we have preliminarily designed the Shandong Provincial Higher Education equity security mechanism. We think that the enrollment opportunities for higher education should be fair, the process of higher education should be fair, and the result is fair. This paper also expounds the suggestions of Shandong Province Higher Education equity security system, and the implementation of the proposed measures, which the Shandong Province to make higher education more fair.
