Study On Construction Of Higher Education Equity Security In Zhejiang Province

In National Medium and Long Lerm Education Reform and Development Plan (2010-2020)， it putsforward that education equity is important foundation of social equity and it regards the promotion ofequity as a national basic education policy. Equity is a pursuit of basic value in the allocation of publiceducation resource which emphasizes and gradually realizes the equity in the allocation of public educationresource. Higher education equity is important demonstration of social equity value in the field ofeducation and has long been one of the important issues in the field of educational theory， as well as adifficulty in the complex relationship of society.Since implementing the popularized development of higher education in1998， China’s highereducation has developed rapidly. In particular, Zhejiang Province has realized great-leap-forwarddevelopment and become one of the fastest growing places in national higher education development.Higher education in Zhejiang Province has realized the historical leap from elite education to populatededucation and also gradually realized universal development, with the gross enrollment rate rising to45%，which has solved the problem of the difficulty to college in a relatively good manner. With thetransformation of economy， advance of industry and a better life of people， the public have moreaspiration for the quality of higher education resources. The problem of educational equity increasinglyemerges and is paid unprecedented attention by the whole society and the education sector. However，education equity in Zhejiang Province still has many problems in education equity, especially in theprogress of education， which affect the realization of social education equity，as well as impede thehealthy development of the course of higher education in Zhejiang province.This article has explored the causes of higher education equity in Zhejiang province，microscopically and microcosmically， through accomplishments and ever-existing problems. It haspreliminarily designed the guarantee mechanism for Zhejing Provincial higher education equity. Alsosolutions and suggestions for implementing Zhejiang Provincial higher education equity security systemare expounded; some feasible measures are proposed to improve Zhejiang Province higher educationequity.
