On The Governmental Administration Of Universities And Colleges Under The Market-Economy System

Economic Restructuring will influence the governmental administration on education and the relationship between government and universities and colleges.With the setting up and development of socialistic Market System and the further reformation of the governmental administration system on universities and colleges in China,disagreement between the governmental administration on universities and colleges and the economic system is still standing out.Therefore,this thesis,from theory and practice,dedicates to probe into the governmental administration of universities and colleges on the base of their relationship under the Market Economy.Theoretically,this thesis firstly creates a relative comprehensive analysis framework by synthesizing the theories on modern market economics,public economics,and high education science.And then it analyzes the basic questions on why,what and how the government administrates universities and colleges under Market Economy.In the present thesis,the framework covers six aspects—the relationship between government and colleges under the Market Economy,the establishment of government's and colleges' different roles and their obligations and power,the basis for government's administration on colleges,the principles for administration,the matter for administration,the method for administration.Practically,this thesis scrutinizes the real situation of governmental administration of universities and colleges from the aspects of organs setting,postal estimation and appointment, financial investment and management,management on undergraduate recruitment, management on specialty setting,and management of undergraduate teaching quality,through the interviews and questionnaires in seven universities and colleges in Guangzhou.Four outstanding problems are founded from the interviews and questionnaires as follows:first, administrative features under Planning Economy are still apparent;second,government's financial policy is still restrained;third,self-running of a university is still interfered;fourth, high education valuation system is far from completeness.Measures and suggestions to these problems are put forwards after the discussion of the real situation.As to the administrative features,government should change its administrative function on university by employing the indirect macro-management to keep the balance between centralization and decentralization, develop and use the regulation function of market,and lead and enhance social involvement and management.Financial problem can be solved by optimizing financial distribution through creating a multi-channel investing system,and setting up and improving a system on government funds for valuation.Less interference,such as returning the self-running right to the universities and colleges,and creating a restraining mechanism on self-running of high education,will be the way for the government to carry out the self-running policy completely according to law.To the incompleteness of the valuation system,the following measures would be a way to complete it:enhancing the regulation on valuation,further improving the valuation system.
