| The bidding and purchasing equipments of university is invested by the nation as a sort of means to the teaching guarantee and scientific research. In the past, Its outcome of implementation was disturbed by some risk factors, such as the restrictions of information and market uncertainty. So the procurement was always far away from the expected results. Therefore, the tender on procurement risk analysis and risk control methods is the currently important issues what we should resolve as soon as possible.The theory of enterprise risk management and project risk management, and consideration of the characteristics of bidding and purchasing equipments of university , this text focuses on analysis of the losses caused by risk of bidding and purchasing equipments of university, and propose the corresponding control strategy. First of all, we identify the risk through the fault tree methods, estimate the risk based on experience and the statistical data, assess the risk by the probability distribution and determine the order of risk control. Secondly, we establish the behavior model of clients and agents by the asymmetric information theory, principal-agent theory, game theory. Then we analysis the non-moral behavior of the agent, the principal of adverse selection and corruption. It indicates that the root of bidding and purchasing equipments of university is consist of information asymmetry, the system imperfect, and lack of supervision .Finally, we propose the risk control strategy of colleges and universities bidding and purchasing, and improve the risk control methods under the current conditions.The innovations of the text are: First, different from the former analysis which treats enterprise as the analysis subject, we focus on the risk analysis of bidding and purchasing equipments of university; secondly, we made evaluating standard for the risk and the influence of the stock, to my working experience and statistical data. And we applied it to the risk Coordinate plans.
