Research On Risk Control Of Universities In China

With the prosperity and development of our economy and society, universities getinvolved in the economic and social activities increasingly, and the depth and breadth of theirinternal and external economic and cultural exchanges are more and more widely. However,when they have more opportunities for development and self-management, the impetuousbreath of the market economy get into their culture inevitably. The universities enrollmentbeginning in1999，make universities become the place of risk transferring. With the socialrisks which are lagged far behind the plight of real-time risk prominent increasingly in recentyears, a series of social problems trigger out: the financial liabilities rose year after year, theinfrastructure corruption continue to happen, the quality of education decline gradually. So,analysis the risk of universities and making some effective control scheme is a very importantand practical issue.Firstly，this article talks about the theory of risk and risk control，and then analyze therisk of universities in the combination of cybernetics, information theory, general systemstheory, the domino theory and the energy release theory, paving the way for the analysis ofthe risk and risk control of universities.Secondly, this article elaborates the meaning of the university risks, their main featuresand performance, and their main causes in the combination of some risk theories, and revealsthat the factors cause the risk of universities are not independent combined with generalsystems theory, there is a close contact between these various factors, and this relation willshow a multiple of amplification effect to the university overall level.Again, this article takes a university of Hubei as an object, analyzes its financial risk,infrastructure risk of corruption, and it quality of education. The analysis finds that thefinancial risk of this university is low. Despite its balance is higher than the warning line, itscash payout ratio、the potential payout ratio and bank deposit protection rate are all in thewarning line, it shows that its short-term repayment ability is strong but its amount oflong-term loans is large. So it will not appear insolvent in the short term. The infrastructurecorruption risk control of it is also ideal. By fuzzy analysis method, we find that the risk of itis in the second grade level, the level of risk is low. But the control of the risk of theeducation quality is not strong, the academic efficiency is not high, the input and the output are disproportionate.In the end, this article puts some forward suggestions for the control of the three mainmanifestations of universities risk, hoping that the management of universities will improvetheir awareness of risk prevention and strengthen the risk control of universities.
