The interior reform of college management system is centered in personnel distribution in which salary reform is of the most importance. Teachers are the major force of college education; their stability and progress determine college's future. While, with the furthering of reform in different aspects, the present salary system becomes more and more disagreeable to the time and the people– the teachers who are less motivated. Therefore, it's essential that study be conducted on the salary reform, which does good to overcome pay equalitarianism, to rationalize the pay relationship, to mobilize the activity and creativity and the staff, eventually to enhance the college's competence and development potential.Employing modern excitation mechanism and modern salary theory, considering the practice of universities and colleges in today's China, based on investigation into salary systems in some colleges in and out of Shanxi province and across the professions, with the assistance of questionnaires and field talk, this paper analyses the advantages of salary management and teachers'thinking modes, demands and work characteristics together with satisfaction and expectation level. On the grounds above, the principles, guidelines and devices of salary optimization are proposed. At the end of the paper, some guarantee measures are produced.
