The target orientation of elementary school education is a process to make rational targets. Tracing back to the source, in the perspective of philosophy, education has a direct relationship with human development and indirect relationship with the development of society. Education target is united with value of human and society. The target of education is to develop human nature, which is more appropriate than the quality cultivating, and in the first place of human nature is morality. Education target is an integration, and development of human doesn't mean that all of targets are put together. At the same time, the thesis refers to the ideas that primary school teachers praise highly, such as training good habits,keeping the vigour of students, caring and apperceiving society ,. Then it suggests that the target orientation of elementary school education is to boost children's body and mind growth and develop latent intelligence of children.In the viewpoints of target orientation of elementary school education, dislocation of education target has appeared in practice. These signs are shown mainly in taking an examination for one-sided pursuit of high subject scores and taking an examination as the choosing valuation standard, ignoring training student's overall quality and students' morality and mental health. As for the reasons, it can be traced back to run after the external value of education excessively, such as scores and material benefits etc., which ignores the original mission to develop human nature. First, educational fund shortage is a root cause. It induces primary schools to satisfy and stimulate the examination need by raising funds themselves. And it falls into industrialization and the vicious circle of taking examinations. Second, the target of elementary school education is accomplished by the double direction construction of teachers and student's activities. The low quality of parts of teachers causes the dislocation of elementary school education.We need come back to the target of education. First, schools and teachers have to change utilitarian ideas and aim to develop children's natures. Second, some measures are to be taken, such as abolishing the experiment classes in elementary schools and devoting more funds into the elementary education in poor areas, raising teachers' payment and introducing the competition system. Look into the future, the target of elementary education comes back, which means a process that society constructs reasonable education system harmoniously, education administration and schools and parents survey and practice the target of elementary education in the long run.
