Teacher performance appraisal is the key to educational personnel reform. Teacher performance appraisal is one of the important parts of managing teachers in primary and middle school, and it has important influence on school's development and teachers'professional development. But the current system of teacher development has some demerits. With the appraisal purpose, it stresses the schools'administrative management, not the teacher's development. With the appraisal contents, it emphasizes the outcome of teachers'development, namely the students'scores, not the teachers'practical knowledge that has important effect on teachers'professional development. With the appraisal methods, it values the quantitative methods, not the qualitative methods. In order to use the teacher appraisal properly, we should attach importance to its invigorative function, think much of teachers'practical knowledge, pay attention to the qualitative methods and so on.The paper starts with the conclusion and analysis of the teacher appraisal actuality, reveals the problems existing in the appraisal aim, content, means and result etc. and points out the reason is the durance of managerial, the lack of the idea based on teacher and the comedown of the teacher subject consciousness.After the profound reflection, the paper presents the developmental teacher appraisal, has cognizance of it again according to reviewing its development history and reflecting its research condition, the author thinks that the developmental teacher appraisal is the idea predominated by the"development", its connotations is the concentrated embodiment of seeking development, dialogue understanding, pluralism opening, reflecting constantly. It is even the thinking adjustment and the idea renewal to implement the developmental teacher performance appraisal, it is helpful to the helical development of the appraisal course, the flat effect exertion of the appraisal structure and the individuation teacher growing.The construction of the developmental teacher appraisal is a complicated system project, the paper quests for it from the mechanism and the strategy. The author advises to hold the"development"idea, deal with the relationship between the appraisal and management properly, bring the teacher subject into play, and insist on carrying out the contingency theory during the appraisal. In the end, the paper regards one school as the cases, analyzes the implement condition of the existing teacher appraisal in the school, and makes the think further.
