Teachers, the scientific nature of job performance determines the quality of education and teaching, Teacher performance appraisal determines the development of schools. For the junior high school teachers, the imitations of performance appraisal of teachers and lack of performance anagement theory put forward by researchers and school administrators are increasingly attention. But for junior high school teacher performance appraisal, whether in theory or in practice, is still limited to draw firm performance appraisal indicators for assessing levels of uniformity of practice. Neglect of the professional quality of teachers and the practical ability of the evaluation of, ignore the teacher's personality development and individual self-development of the Longitudinal Evaluation of, overlook the process of evaluation of education and teaching. It affecting the comprehensiveness and objectivity of the evaluation.Teacher performance appraisal is multi-dimensional easurement, evaluators on the basis of the observation given the results of assessment.Teacher performance evaluation of content validity depends on whether the project consistent with the teacher competency tests, as well as whether it is consistent with the teacher performance. In this paper, the real Tongliao 11 secondary schools of their predictive validity depends on the validity of measuring it with the relevant teacher. Bsaed on the actual case, conduct a study of its performance appraisal system and reconstruction.This paper is divided into five parts:The first part of this article discusses the research background, research significance, research methods and ideas.The second part describes the construction of teacher performance appraisal system will be applied to performance evaluation of relevant theoretical knowledge, including the performance evaluation of the definition, principles and methods, also used a systematic literature review of research methods at home and abroad origins and development trend of teacher evaluation.The third section describes the 11 secondary schools in Tongliao the basic situation, and the school situation and problems of evaluation were analyzed.The survey found that Tongliao 11 secondary schools at present there is the performance appraisal system and other issues such as the evaluation method is simple and single assessment methods, assessment system is not perfect, quantitative analysis and more qualitative analysis of small, lack of scientific and objective. The above problems had led to Tongliao 11 secondary schools have been part of the results of performance appraisal of teachers questioned.The fourth part of the assessment of teachers by drawing on the experience at home and abroad, and follow the principle of objectivity, guiding principles and operational principles for Tongliao 11 secondary schools built with the performance evaluation system.The fifth part of how the organization and implementation of erformance appraisal.
