Middle-ranking cadres in colleges are the leaders of various departments in schools who are in an important nexus position. They are the organizers and commanders of leadership and management activities within a certain range of University. Middle-ranking cadre is an important factor in these activities. On the one hand, they must implement the school's decisions and goals on their own departments; on the other hand they need to lead the department staff to accomplish the tasks. The quality and capacity of middle-ranking cadres are of great importance to carry out every tasks smoothly and realization of the school's overall planning, so to a certain extent they determines the college's competitiveness.Combining the actual situation of China Jiliang University, the paper analyses the state of middle-ranking cadres'construction through the analysis of necessary quality and ability for a cadre. The paper also states some measures of strengthening the cadre's management. Combining with the studies and exploration of cadres'examinations'content and method in the past few years, the paper raises the method of combining quantity and determine the nature examination. The paper also confirms the elements and indicators'weight in cadre's examination, and also establishes the corresponding assessment quota system, that is different positions need different assessment criteria, different groups need different weights. The paper proposed the idea that cadre examination should be in accordance with department examination. At the same time, we must perfect the cadre examination mechanisms, in particular to improve the examination feedback system and error response measures. To the feedback from the cadres, we need to compare the real situation of assessment with the cadre one-by-one, in order to analyze the reason of the test error and raise the way of reducing the error. The paper also raises the idea of strengthening examination results and use of assessment results.The complexity of person and the limitations of the examination methods decides the complexity of assessment. Cadre examination work is a systematic project, for it's impact was large. So we must continue to improve, insist to research, and constantly raised more scientific cadre assessment methods.
