With the rapid development of higher education and the fierce competition of education human resources, the performance management in colleges and universities has become a hot issue concerned by the functional departments of education and higher education researchers and administrators in recent years. Domestic research in this area has just started. On the basis of the ideas and achievements of performance management in modern enterprises, the performance management in colleges and universities has formed a basic management system model, that is, "plans and setting up the goal - the implementation of performance - the assessment of performance -the feedback and improvement the performance". However, the performance management of teachers in colleges and universities has not been very effective in practice overall. How to implement it effectively has become the difficulty of the present education resources research.From the communication science perspective, the thesis attempts to analyses the communication errors and failure factors which affect the effective execution of the performance management in colleges and universities. Then it further illustrates the following existing problems: (1) The ignorance of the inspiration and guidance to the motivation and demand of teachers professional development. (2) The lack of team-based multi-interactivity, the implementation of performance management become teachers' work confined by themselves; (3) The lack of the idea of management. The appraisal of performance management is regarded as a simple evaluation of the performance grading; (4) Pay more attention to the action than results. The feedback can not achieve the continuous improvement of teacher performance. On the basis of the above analysis, through the introduction of the spread of organized research and the related theory in human resources practice, as well as the strategies and methods of the improvement of effectiveness of human resource, the thesis focuses on the feasible schemes and measures in the implementation of college teachers' performance management.The thesis holds that the effective performance management of teachers is a dynamic, active, open process of management activities. First, it should be consistent with the strategic objectives of colleges and universities; Second, it should adopt the people-oriented management philosophy, establishing the effective support system of teachers' development; Third, it should enhance the communication between the teaching process and teaching behavior management through the establishment of multi-feedback mechanism; Fourth, it should reinforce the performance of data management capabilities and improve teacher performance records management; Fifth, it should strengthen the construction of innovative teachers and foster learning organization-innovative teaching team of colleges. The research provides a possible new management model for the higher education administrators. It will be helpful for the development and utilization of the teaching resources. It will also be favorable to improve the quality and upgrade the standards and competitiveness of higher education. Therefore it will do a great help to realize the strategic goals and sustainable development of higher education.
