Facing the implementation of the strategies of strengthening the country through talents and building up the country through science and education, the teaching-oriented higher education institutions, as the main powers in the process of higher education popularization which is full of tough competition in respect of student origins among many universities, should construct on their teaching faculty and improve their core competitiveness in order to strength on their power in competitions if they would play their roles to fight against competitions.This paper explores three aspects, i.e., the definition of teaching-oriented higher education institutions; the existing problems of the teaching faculties in teaching-oriented higher education institutions; the causes of the problems of the teaching faculties in teaching-oriented higher education institutions; the construction process of the teaching faculties in teaching-oriented higher education institutions. Through comparison between the classification of colleges of the U.S. A by Keneky Research Center and University Evaluation by Wu Shulian in China, part 1 tries to define what the teaching-oriented higher education institutions are from the angle of three functions of higher education institutions, which is : focus on undergraduate education, applicable research and service for local economy. Then it analyzes the concept of teaching faculty of teaching-oriented higher education institutions and the feature of the teachers' work. It makes a questionnaire on requirement of teaching-oriented teaching faculty, thus derives several elements of individual quality and faculty structure of teaching faculty. Part 2 analyses the existing problems of teaching faculty of teaching-oriented higher education institutions including teacher individuality and structure of teaching faculty. Part 3 analyses the causes of the problems from society, higher education institutions and teachers. Finally, the paper analyzes the counter measures of the construction of teaching faculty in teaching-oriented higher education institutions in the light of the existing problems and causes of teaching faculty in teaching-oriented higher education institutions which includes: persisting the principle of paying equal attention to teaching and research; making and carrying out programs of teaching faculty as well as improving the structure of teaching faculty; making a well environment to stabilize teaching faculty; rational using and fostering teaching talents; improving the system of appointment of teachers and making a rational system of assessment of achievement and efficiency.
