Since the adoption of reform and opening policies, our country's economy develops steadily and rapidly, at the same time the incomes of rural and urban residents have increased continuously. But it is not quite a relief. At present, under the economic pattern of different city and country economy, the income gap between the urban and country residents'income is widening, and the causation are multi-phasic, that education has become a key factor of residents income imparity in knowledge-based society. According to the issued by Ministry of Education on February 13, 2003, there are 86.99 million illiteracy among the population over the age of 15 in our country in 2000, three-quarters of which are located in rural areas. Number of years of education per capita of Rural labor force is 7.33 years, city's is 10.2 years. Among the cities, towns and rural areas, the level of education of workforce is: the ratio of population with junior college is 20:9:1, the ratio of population with high middle school is 4:3:1, the ratio of population with junior middle school is 0.91:1.01:1, the ratio of population with primary school is 0.37:0.551. At present, the education gap between urban and rural areas has become the "bottleneck" that directly baffles the realization of education goals of a better-off society. The inequality of chances of receiving education between urban and rural areas is one of the long-existing problems in our country. It seriously affects the balanced development of society, economy and culture. So according to the scientific development view, we should unify the city and countryside education development, and djust relevant laws and policies timely and comprehensivly, strive to narrow the education gap between urban and rural areas to narrow the income gap between urban and rural residents.This article takes the theory of western economics, development economics and economics education as basis, taking the education is the potential indirect productivity as the starting point, analyze the urban-rural gap in education and income gap. The article ,collecting statistic data from 1996 to 2006, makes inspection of the long-term relationship of income gap and educational gap between urban and rural areas by panel data unit root test and panel data cointegration test, then examine the The reliability of long-term relationship by panel data error correction model, and finally censor the short-term relationship. Empirical study showed that the gap between urban and rural educational development causes the urban-rural income gap, and the Urban-rural income gap bring to the gap between urban and rural educational development, the the gap between urban and rural educational and urban-rural income gap have two-way causal relationship between the existence of long-term without any short-term causal relationship. Finally, the author puts forward related policy suggestions to expand the sources of education funding to increase the level of educational input, adjust the structure of financial education expenditures to promote the coordinated development of urban and rural education, and develop rural education including improving their quality under the background of balance urban and rural development.
