BOT Project Risk Analysis On School Factory Of Shandong Ethnological Technical Institute

Since 2002 national work conference on vocational education ,the country has strengthened the work of vocational education on leadership and support . Employment-oriented vocational education reform and development has gradually become a consensus of the society. Further expand vocational education, increase the capacity of the Economic and Social Services. Under the new situation, Ministry of Education also made the new policy of establish work-study job, and gradually improve the work-study system mission and requirements. But generally speaking, vocational education is still weak links in education.It's development is unbalanced, investment is inadequate , under the relatively of poor teaching conditions, school personnel training mechanism as well as the size, structure, quality still can not meet the need of economic and social development. Secondary, daily operational funds of vocational schools are generally inadequate. Because of various types of laboratory equipment, premises and professional education requirements, vocational schools require more than three times higher than ordinary high school's of outlay.But government funding is far below the ordinary high schools. The normal operation secondary vocational schools have to rely on tuition fees . Education and teaching requirements and equipment are generally outdated. teaching equipment are from the 80s last century, even 50-60s .Those equipment has been far from the development of modern industrial production and can not meet demand. But school can,t bear the heavy investment.it also can not keep up with enterprise's quickly updating of equipment in technology. This paper aims to explore the establishment of a diversified investment mechanism and adopt flexible and diversified financing model to attract more money into vocational education in society building; to work out the current problems of vocational education development in an effective way.This paper take Shandong Ethnological Technical Institute of as a study objest.Research on risk identification, risk assessment, risk countermeasures ---three-pronged approach to assess and risk reduce,risk transfer and risk-averse. Make an analysis on vocational schools factory's project which adopt BOT mode risk management.This paper propose strategy and the basic idea at vocational schools factory construction.Through the search, argues some of the risk factors, characteristics, put forward some practical risk-averse lower approach, measures, sum up the formation of a system of risk identification, risk control strategies. Provide an example for similar construction projects of risk management.
