In the 17th century, both China and Japan adopted the "closed -door" policy, which resulted in the rare care and understanding of the outside world and the national recession. However, in the 19th century, with the invasion of the Western imperialist powers, the two countries had different results.After the failure of the Sino-Japanese War, some Chinese elites proposed learning from Japan. At the same time, Herbart School educational theory was very popular in Japan. With the help of the students who studied in Japan and the Japanese who taught in China, Herbart School educational theory was successfully introduced to China and got widely spread. Herbart School educational theory is not only to promote" five formal steps" in China, but also to inspire the enthusiasm of writing education materials, it has a profound impact on the modern educational theory and practice in China.
