College students' belated payment of their tuition fees,as a special social phenomenon,came out in the middle of 1990s along with the reform of higher education charge system.Now with the expanding of students' enrollment as well as the increasing individual payments for fees,this phenomenon is becoming more and more serious and has already affected the university's steady development as well as the cultivation of college students' personal qualities.Higher education,as a standard public product,belongs to both private product and public product.In his theory of "Education Costs Sharing",the well-known educational economist D. Bruce Johnstone indicates that learners should undertake certain proportion of fees to share the education costs.The higher education system has experienced several stages like the period of going to college for free with the government's full help,the transporting period from unpaid education to paid education,the localized charge system as well as high charge system.Based on the research into college students' ignorance of their return loans,the paper concludes that the system is reasonable through the analysis of "Education Costs Sharing Theory" and "Gambling Theory" from the perspective of new economical system.Firstly,the management and supervision loophole of higher education charge system mislead college students' resistance to return loans.Secondly,the mal-efficiency of college students' support system is bound to cause college students' ignorance of their return loans for their lack of money.What is more,the faultiness of individual credit system connives at the phenomenon.So in order to solve such problems,we should not just depend on colleges and students,but take the policy of stimulating our government,society,colleges and students(including their parents) to work together.To the lower income family,with the increasing of tuition fee,the tuition fee determines their children's chances of education.On the contrary,to the middle-higher income family,it is a problem of economic endurance problem——to debase their living quality.So economic endurance should become one part of our tuition policies in higher education.Then the government should not only increase the financial support on college students with the aim of "abundance",but also make some laws and regulations to ensure the healthy and stable operation of the support system.Especially on the promotion of educational loans, government should make efforts on the construction of innovation mechanism and undertake more risks in educational loans to attract more banks and other financial organs to take part in this business.They can at first set up the credit file to promote the establishment of individual credit system in financial organs by credit educating and cultivating as well as promoting college students' sense of credit.Student management departments and other departments are responsible for the reclaim of loans.However this work needs the help of and cooperation from financial sections and other related departments.The university's charging the students the tuition fee can be seen as a kind of complete contract behavior and their relations are the civil legal relationships.So colleges should adopt the corresponding legal means to those students who don't pay back their loans and let them undertake the corresponding civil duties.
