With the development of education reform all over the world, we realize that the problem of teachers' professional development is greatly concerned. Teachers' professional development has already become the common goal of education reform in various countries. Topic about teachers' professional development has been the hot point at home and abroad. And lots of research results have emerged, which has currently become a new special research field. During the last two decades, especially in English-speaking countries, a lot of efforts in both theoretical researches and practice have been taken to foster school-based teachers' professional development.Teachers' professional development bases on the excellent environment of school. Whether the school can provide the safeguard for teachers' professional development depends on school administration. School organizational structure and form is the core of school administration. Teachers' professional development depends on the correct choice of the school organizational form .Thus, it is important to discuss the specific relation between teachers' professional development and school organizational form, and construct in theoretically the correct and proper school organizational form, which can promote teachers' professional development, especially for education development and China basic education reform.Logically, the first part of the paper dissertates the current situation and significance of the study, defines some fundamental conceptions, describes the methods of the research, and gives a literature review. Then the second part analyses the essentiality and the influential factors of teachers' professional development. This part especially analyzes the conflict of current school organizational form and teachers' professional development. On the basis of analysis, we can come to draw the conclusion that we should change the current school organizational form and reconstruct it which can improve teachers' professional development. The third part introduces the Non-administrative Organizations' construction of XJC experimental school, analyses its good effects, the problems in the practice, and the cause of the problems. The last part offers some suggestions about constructing Non-administrative Organizations.
