Distance Education developed continuously with the development of media technology. From the beginning of Correspondence Education, it has gone through some stages, including Radio and TV Education, Modern Distance Education and so on. Nowadays, the Mobile Learning based on mobile communication technology and mobile Internet technology has become a new learning style with the popularity of these technologies, because a thirst for lifelong learning in "anytime, anywhere, carrying", and the Internet-based Distance Education at present has could not satisfy the demand fully. The Mobile Learning is much more mobile, efficient, broad, interactive, personalized. These features make for the lack of the Distance Education based cable internet, and meet the demand of "anytime, anywhere, carrying" to study. At present, the Mobile Learning Platform based on various techniques has been favored by many learners and educational institutions, multimedia mobile terminals, as well as the streaming media in 3G time provides strong technical support for multi-media M-learning. So, the M-learning based on streaming media has been a hot topic.In this paper, we will study the Mobile Learning Platform both in theory and in practice.In theory, this paper studies the background and the present situations of the M-learning and the related technologies, analyses the feasibility of the platform, On this basis, it introduces some basic concepts and theories about the M-learning and Mobile Streaming Media, through numerous Literature reading and researches. And it designs the platform system structure and the function of specific modules, at the basis of the M-learning technology support, the M-learning mode, as well as the main applications of the mobile streaming media technology.In practice, the paper does a pre-need analysis, studies the J2ME technology, develops a M-learning platform based on the streaming media technology, taking the post-training courses as the main learning resources. Finally, the paper analyses the evaluation results of the platform, points out the further development of the mobile streaming media application in the M-learning, the follow-up studies and improvement measures of the platform.
