In the 1980's, the tide of market-oriented reform emerged in western countries, the re-inventing government campaign was initiated, and the policy of education voucher came to birth with the tide. Now that it is spreading over 32 countries and regions in the world, its adaptability has been shown great concern. Based on the education scarcity and unbalanced development in China, through the new analysis frame of IAPP (Institutional Analysis and Public Policy), the thesis aims at tentatively probing into the issue of the adoptability of the policy of education voucher in the perspective of public governance tool.The thesis consists in 5 parts which are introduction, theory system, cases study, the policy spreading and conclusion. They present the education voucher concept, thoughts, theoretical basis, metal theory, typical cases and the policy spreading in China. To focus on the its adaptability, it applies the theory and method of Administration, Policy and Education Economics to the analysis of education voucher institution in demand and supply, with drawing a proper conclusion that the efficiency-oriented education voucher policy is mudding, the equality-oriented one is comparatively easier to implement.It is suggested that, firstly, we should better understand thoroughly the unity and adoptability of education voucher theory; secondly, offering education voucher directly from supplying education found hieratically, subsiding consumer directly from subsiding producer indirectly; thirdly, improving education quality with competition between public and private, from government monopoly; finally, it ought to hold the principle of equality before efficiency in priority, implementing the policy gradually to promoting the governance revolution of government. In a word, its adoptability varies in place and time. There are many political, economical and social variables in surroundings, in the model of institution analysis, the demand, supply and design of institution are the 3 essential variables. In the future, it is urgent to stress on the data analysis, value orientation and propaganda for the policy. The research conclusion is helpful to the understanding of the theory and practicing the policy.
