In 2001, Changxing county of Zhejiang province in China implemented the education voucher system. Compared to the system abroad, it had a different aim and achieved good effects. Now many areas are following this example, and the implementation of education voucher has still increasing with the using and functions. Therefore, it is important to discuss the education voucher system in a global view, which of great help us to have a deep understanding of this issue. Under the international background, this paper compares and analyses the implementation in other countries, and come up with some suggestions so as to promote the implementation effective.The paper consists of five chapters:The introduction briefs the purpose of writing this paper. The implementation of education voucher in Changxing inspired my writing of this paper. The international background of the implementation in education voucher system is also illustrated.Chapter One introduces the theories of education voucher after defining the meaning and analyzing the objectives of this programe. General Principles Underlying an Education Voucher System, namely Friedman's Model - the Liberal Market Approach and Jencks1 Model - the Social Policy Approach are introduced particularly.Chapter Two chooses two cases guided by two theory models. The implementations both in Chile and in America are depicted in detail. Which involve student qualifications, curriculum arrangement, payment granted and so on, the outcomes in the two countries are also analyzed. Based on the analysis and combined with the implemental experience, some elements are pointed out which should be considered in implementation of the education voucher system.Chapter Three first describes education voucher status in quo in China, and then analyses the effects both in equity and efficiency. At the same time, some problems in china's voucher system are also pointed out, Such as the lack of sufficient choice, and deficiency in funds etc.After a view of the implementation of education voucher in china and in other countries, the last chapter points out the important role of the education voucher in promoting the multi-modal development of education system; improving the educational balance; aiding the disadvantaged groups, and raising financial funds for education.
