Innovation Research On Organizational Framework And Mechanism Of The Community Autonomy

Along with the development of economic system reform strengthening democracy and encouraging democratic participation in our country, traditional community management mode has been gradually uncomfortable with the need of city's development and management. Nowadays the position and effect of community in reform and development and stabilization has been stronger and stronger. To strengthen community construction and deepen autonomy organization setup and mechanism innovation and impel community autonomy has become very important.This theory starts with the integrate theory with practice , taking Nangang district in Harbin city implementing"Government leading autonomy mode"as an example , the author analyzes the institution defect itself because of the tendency to administration in now community and finds out that it can't finish the mission of community autonomy by administrative power. Therefore we should innovate the community management and rebuild an interactive management system between government and community in order to establish a set of community management system suitable with harmonious society construction.The whole article consists of the following contents:The first part of this article is an introduction which briefly introduces the background, structure, and the applications of the main theories and research methods.The second part of the article classifies and compares the concept of community autonomy. It compares several community autonomy management mode.Part three has a research on the situation of community autonomy in Nangang District in Harbin. In addition, it analyzes its historical, legal, institutional, and interest reasons of its causation.The forth part of the article analyzes and selects the theory to problem of autonomy situation in Harbin, it contains new public management theory in government management way, controlling theory in civil society way and system theory in corporation net way. In addition, the article will select the corporation net way and system innovation research. The fifth part of the article is countermeasure research , it contains fundamental principle, development requirement, organization design, mechanism innovation and performance evaluation research to achieve the research goal.
