Under the influence of free competition, market regulation and economic value principles, China's higher education's funding and policies have changed and the investment subject become diversification. It gradually formed the system of central and provincial governments responsible for the management classification, which the provincial government-based. UK's higher education funding bodies provide funding to university scientific research. As an advanced and rational appropriation system, the system of performance-based funding in higher education in UK has received more and more attention and imitation from many international organizations and counties. There are differences in the structure, size and so on between China and the UK, but the two countries have similar goals-to improve efficiency of funding.
