Since entering the new century, the party and government always attaches great importance to youth sports work and the healthy growth about teenagers, CPC state council issued"Opinions on strengthening teenagers'sports and enhancing youngsters'health", which promotes the form of consensus of youngsters'health growth. With the school education reform going on and the implementation of"Opinions on guaranteeing students'time spent on sports in primary and middle schools"and with the official launch of"2007 students participate sports", sports work has entered a new historical stage, under this premise, the status of setting-up exercises during the break was gradually improved and the work was put sufficient attention. As a part of extracurricular sports, setting-up exercises during the break is an important part of school education, which plays the role of enhance students'physique and improve students'health and promote students'intelligence development, and is the basic way to realize school sports. How to play its role fully has attracted more attention of scholars. This research takes the current situation of setting-up exercises during the break in middle schools in Shijiazhuang downtown as the main contents, and aims to explore its strengths and the potential problems, then to put forward strategies to solve the problems. This research is expected to make setting-up exercises during the break play its educating function, fitness function, and function of helping students all-round development of students.This research uses methodologies of literature method, questionnaire and mathematical statistics method of observation to investigate the feelings, characteristics, interfering factors of 1450 secondary students and 290 teachers participating in setting-up exercises during the break in 29 secondary schools in Shijiazhuang downtown, and investigate school management of setting-up exercises during the break.Results show that students hold low satisfaction with the contents of setting-up exercises during the break and with the sites. Middle school students participate in the setting-up exercises during the break by some major motives. The sequence of the motives is as follow: school regulation, the possibility of enhancing physical health and the possibility to stay with their fellows. The factors affecting the students'participation in setting-up exercises during the break are in such a sequence: lack of the items they like, learning burden which presses them to review lessons, lack of facilities, etc., lack of interest and unskillfulness. Related to the factors concerning effect of participation, the students participate in setting-up exercises during the break for the purpose of enhancing physical health and improve their skillfulness. The intensity of the items is mainly low and medium level. Overall, the intensity of girl items is lower than that of boys. Items with least intensity occupy a bigger proportion. As to the feeling to setting-up exercises during the break, most of the intelligence factors remain unchanged.Middle school teachers in Shijiazhuang downtown have a comprehensive and insightful knowledge of setting-up exercises during the break, but some particular teachers'knowledge is not rich. In the participation process, teachers, with the PE teachers excluded, have little communication with the students and have little participation. The major influencing factors in Shijiazhuang downtown secondary schools is the insufficient propaganda by schools, students'misunderstanding of the significance of participation, dullness in contents, heavy burden of learning, unsatisfactory site of participation, all of these resulting in low spirits in participation.The solutions cover frequent lectures concentrating on explanation of its significance, which helps to enhance students'understanding setting-up exercises during the break; the freedom of students to organize, manage and participate and alter setting-up exercises during the break, and altering the items periodically; the fully-played role of the teacher, who arouses teachers'and students'enthusiasm to participateBased on the major factors influencing the setting-up exercises during the break in the surveys in Shijiazhuang downtown, corresponding proposals are put forward in order to ensure the development of setting-up exercises during the break and to supply theoretical foundation for the physical education project.
