Development of network technology and the popularization of personal computers have made the number of Internet users in China have a steady increase. Network has integrated into our lives, which becomes the main form of gaining information and exchanging information. Obtaining learning resources through the network has become a new learning styles. Such learning style can not be separated by internet learning environment support which consists of network learning resources, online learning communities, network learning management systems and so on, so digital resources, open resources, and shared network learning resources, will undoubtedly become the cornerstone of E-Learning.Along with more attention paid to constructing network learning resources, we have carried out a number of projects which take building network learning resources as the main purpose.Various types of learning resources have grown exponentially, but there also have some problems. First, mass learning resources makes learners find, access, express and maintain learning resources increasingly difficult; Secondly, caused large numbers of learning resources in low-level duplicated construction and the coexistence of resources isolated island; Finally, there exsits differences between the learners, and how provide suitable learning resources to different learners become the important research question.This paper has proposed a personalized learning service system model based on analyzing the domestic network learning resources building.Based on technical specifications of educational resources building issued by Ministry of Education and Information Technology Standards Committee, this paper combine the properties description and service description of learning resources with Web services and Semantic Web integration. This model can provide learners the entrance finding the needy learning content from a confusing network of learning resources.This paper has combined the country's educational resources building regulation and the actual network learning resources and proposed a personalized learning service system application. Besides this paper has done a basic task in both theory and practice, the paper can be a support to build life-long learning system providing a full range of learning resources service mode in China.
