College and universities assume heavy tasks in cultivating talents, and the teachers play crucial parts in performing this. Therefore, it has become the focus on how to improve the satisfaction degree of the teachers work and guarantee the teachers'high spited working for the managing level in each college and university. Since teachers are all closely linked with their salaries, the scientific payment systems could be an important way to strengthen the satisfaction of teachers'work.Salary system means a lot for high schools in attracting and comforting talents to highly develop the schools. However, the overall quality of teachers among Chinese high schools is still not uniformed, among which the phenomenon of work laziness, academic corruption, finance and fortune pursuming in teaching and researching,etc, is quite common nowdays. It is highly demanded that there must be a practical and scientific salary system emerging to encourage teachers'enthusiasm and promote the Chinese high school development in the end.The paper is written on the point of developing a long stimulating salary system in accordance with the characters of contemporary Chinese high school teachers.First, the author makes an analysis about the related concepts, such as the meaning,formation,function and main coverage of salaries, the definition and principle of encouragement, and so on. The author explains the related theories of encouragement from different angles of economy, management and psychology to elaborate their important roles in achieving such a system.Second, the author introduces the characters of contemporary Chinese high school teachers and presents his conclusion about the old salary systems in China's development. Meanwhile, the advantages of salary design system from the US., France, Germany, and India are also explained.Therefore, after the detailed analysis, the author contributes his own opinions in constructing such an scientific system. On one side, the government should support high schools to design salaries by their own, to sustain the authority of laws and regulations about education, to make related policies and invest more on education; On the other side, the schools should considers carefully about the details in building a salary system, to facilate the principle of merit pay, to pay more attention to teachers'needs and perfect the welfare and social security, to set up various encouraging models for different kinds of teachers, to bring in allowance,shares,options fund,annual salary system, and so on, to marketlize and flexiblize the salary system.
